And anyone who lives in the Sydney metro area (like me) is not allowed to leave at all (a.k.a. the Claytons lockdown).

That's not my understanding. If you're inside the latte cordon, you can't go outside the bogan cordon. But folks from everywhere else inside the bogan cordon are fine to travel.
