What's Wrong with this Picture?

I'm no expert so maybe nothing is wrong with this, but it sure looks unsafe and rigged to me. Almost as if they didn't have enough slack to make it to the pole. I noticed this today while sitting at a traffic light and had to Streetview it.

I'm kind of surprised that the utility crews did that, especially since it's been like that long enough to be in StreeView as well. I guess the thinking behind doing that is that I'm pretty sure that's a fiber optic bundle. It doesn't look like high-voltage power lines to me, so the health risk from a failure would be minimal.

Yeah, but the risk of losing internet might be worse in some people's minds.

I feel better now, but still shoddy work. I mean, the lines are connected to the pole with cotton string.
