Where does this cable/hose go?

I thought it was a loose windshield washer hose, but no, both wiper blades work fine.

Mine is Jan 2017. This is the front driver's side wheel well. I have zero clue on where this hose connects to.

I know you said wipers work fine but this looks like the one way/non return valve for the window washer fluid. Black one side white the other denotes flow direction. My Model X had this hose kinked on delivery so I've seen this in person. Obviously, one end in the photo is not connected. I believe it should be. It's not a "bonus" piece from manufacture?
