I agree though that they shouldn't allow the radio app.

Probably the best course of action to get the law changed, is to find and back a case where someone has been in an accident in a widely popular vehicle with deep pockets (e.g. Toyota) while changing the radio channel, and use that case to sue that manufacturer for violating the law and including a radio.

You can bet that the resulting reaction would result in such a public backlash that they have no choice but to change the law to allow for a category of non-essential applications and devices to be included.

Well, at the end of the day, no one knows what TD thinks, or whether they even bother to think.

My suspicion is that TD is being lobbied and influenced by ICE manufacturers and oil majors. It’s not an coincidence that there are a no. of topics being debated in the media / regulatory (FRT, in-car app, autopilot, etc.), which centered around Tesla or features unique to a Tesla.
