There are a couple of YouTube videos or instructions out there about how to remove it. Basically, you start it out a little, spray a bunch of lubricant, screw it back in and out several times until it loosens.

sounds like the tap weld broke free on the nut holding the bolt secure inside the bumper. Maybe try to access the nut behind the fender liner and secure it with vise grips while trying to unscrew the bolt from underneath.
