Why only 50% US on Monroney sticker?

Why do current Tesla Monroney stickers only show 50% parts made in US (and 25% made in Mexico?). I mean, the cells are made in the US. The battery pack is made in the US. The motors are made in the US. The entire body and frame and car assembly is done in the US. How can Tesla only manage to get a 50% made in US rating? Are Monroney content stickers that bad?

I guess it is a parts count rating? How do you count a part? The battery is composed of 5,000 or so individual US made cells.

Most of the value add comes from US manufacturing, does it not?

Tires
Display Screen
Computer
Audio system including amplifiers and Speakers
Glasses: Windshields, windows, mirrors..
Carpets

My guess on non-US:
Nuts & Bolts
Electric Cables & Wires
Physical buttons & controls

And circuits board, and maybe the special compressor, etc.

It is true that as much we think Tesla is vertically integrated, the big manufacturers, while they might not be vertically integrated anymore, have essentially captive US domestic suppliers for all the stuff above.
 
Yep. In the past, the AC compressor has come from HVCC/Hanon (Halla Visteon Climate Control Recognized for Outstanding Climate Change Competitiveness in Korea). Google for site:teslamotorsclub.com hvcc hanon.
