Will $250 order fee transfer if I cancel an order and place a new order?

If I want to change something about an X order, what's the best way to go about it? Wait for there to be a delivery specialist assigned and then ask them and risk the price going up or just placing a new order while the price is still the same and cancel the old order?

There's no option to edit an existing X order unfortunately.

So the new order which is identical to the one I placed this morning except the color is different HAS an edit design button while the first order from this morning still does not.
