Any country that legally allows autonomous vehicles to be tested on public roads with minor limitations would see massive investment by many car companies that are wanting to test their tech without regulation.

For Tesla I think the most cooperative government may be Dubai in the UAE. Dubai has invested in 200 Tesla vehicles for Taxi services and seems to have a regulatory environment friendly to transition from drivers in place to full autonomy under a Tesla Network based on Tesla's data and decision process.
Dubai is a very modern city that's a great location to demo Tesla Network and is also compact enough to provide saturated service with a few thousand vehicles.
