Will referral program void return policy?

The current return policy states that a purchased vehicle may be returned only if the vehicle "has not been the subject of any submission or application for any available incentives or perks."

Does the referral program count as a perk? If so, might be a good idea to forfeit the 1,000 miles of free Supercharging in case anything is wrong with the car and it needs to be returned.
 
No. They are referring to the CA $2,500 rebate since once you apply for that rebate no subsequent owner would be eligible for it, so if you got the rebate you are stuck with the car. In reality the CA rebate program is running 90 days anyway and you only have seven days to return the car. So from a practical standpoint it’s really meaningless. You can’t even apply for the CA rebate until you have CA license plates, which takes a minimum of 3 weeks.

If you do return the car, I would expect Tesla to take away your friends free 1,000 miles, but who knows if they are organized enough to remember to do that.
