A limited number of unsold vehicles can be sold without WLTP rating, until September 2019.

WLTP is more time consuming than other test processes by all accounts. Also, their management have a certain number of other distractions - so maybe the test programme has overrun its schedule.
But that's about cars in stock. Tesla doesn't seem to have them in stock as they aren't registered yet.

So from what I know Tesla should have WLTP number for S/3/X this month.

In the UK at least, cars are not registered until sold to the end customer. (I expect this is also true of the other EU countries) "Pre-registered" cars get held for 6 months (legal minimum, iirc), and then sold at a discount. (Even though the previous owner is just the dealership, and the cars usually only have delivery mileage).
Bottom line, cars can be held in stock without being registered, and most are.
