Would it be possible to make a phone powerpack with the battery cells from a Tesla Model S or X?

If each cell is 3000 mah, you could put 4 cells together and it would be 12000 mah. How would you make a powerpack to charge your phone from these cells. Each cell is 4 dollars on ebay, so you can obtain the cells? I don't know too much about batteries, so sorry if this is a stupid question.

What do you think is in all of the USB Powerbanks that are sold? (Anker,AuKey,etc.) The 18650 cells just like used in the Model S/X.

You just need the electronics to put out the proper voltage/current for your phone. (And a charge controller to re-charge them.)
