Note you can roughly scale the range numbers (there's a lot of rounding error so it doesn't work exactly) by the MPGe assuming the available energy is the same.

So for example:

299*116/113 = 307 rated miles (close to 304)
299*124/113 = 328 rated miles (not close to 322)
299*121/113 = 320 rated miles (close to 322)

So probably the Performance 18" would get a 326-328 mile rating but has been voluntarily downgraded.

I guess if there are ever official documents posted all will become clear...

Increased rotation mass/unsprung weight is always the enemy. And, pretty much, the primary one.

If you want thinner sidewalls, order thinner tires, but the wheels should always be the smallest ones that will fit over the brakes.
 
More importantly, why is 2020 P3D+ less efficient than 2019 P3D+? Does that mean 2020 P3D+ has more ponies?

See above for the explanation. The 2019 P3D+ used the 2018 AWD with 18" Aero wheels test results, it appears, which is allowed if the take rate of the option is low enough. It's not 100% clear that's what happened in 2019 and why they were allowed to do it in 2019, but that's definitely what happened in 2018.

The 2020 P3D 18" is the most efficient AWD vehicle in Tesla's lineup. It is more efficient than the 2020 AWD. And the AWD is more efficient than it was in 2019 and 2020.

If you put 20" wheels on the 2020 P3D and make it a P3D+, it will get less efficient. But it's likely better than it was in 2018/2019 for the same vehicle.

We're gonna need to know the width, length, and weight of your foot to really understand the impact.

This is overall funny to me. The impact to range from the tires pales in comparison to the impact to range of the perpetual joy of even slightly pressing the accelerator and feeling yourself pushed back into the seat.
 
Its not strictly the wheels. The performance wheels have the super sticky Michelin PS tires. You would see a drop in range if you put these same tires on 18" wheels. Personally I'm OK with the range drop because I love the PS tires.
