Tesla was awarded with NEVI funds to expand charging stations. The problem is it has a 5 year deadline so there's no need to hurry up.

CNBC report on the progress: It's a question mark but a contractor team heading to continue a Supercharger job was instructed to turn around in the middle of the way, leaving the unfinished station unfinished. But the opinion is it will be finished some time, or otherwise, it's a "liability" site.

Elon Musk has a history of not paying bills when taking over Twitter:

Didn't pay $713,500 in rent last September

Thus, intelligent contractors want to get paid before finishing a Tesla project.

You really should look at what you're posting before you post it. The second link (the one I left) is about X (Elon Musk) suing someone else for them not paying X rent

Sept 29 (Reuters) - Elon Musk's X Corp, facing its own legal claims over unpaid rent, has sued a financial services company to recoup more than $713,500 in allegedly past due rent and other fees stemming from a sublease agreement for San Francisco office space.
