    One thing that can be related - make sure your camera is clean and there is no smudges. If there are - clean glass thoroughly, clean the wipers and try to use some degreaser maybe to prevent them from happening.     It looks like it's tesla's decision, other car makers doesn't force speed limits, they read it and can set speed but you can disable that behavior and/or override it.
