    Was putting a dust cover on top something Tesla suggested? (guessing not since you said Tesla Support was not helpful and you said "I decided"...) The Powerwall is IP67 rated meaning its dustproof, though the wiring compartment is IP56 meaning dust resistant.

    It's expected behavior that, without being charged through PV or the grid (stormwatch or otherwise), Powerwalls drain at about 3% a day. I see this with mine meaning about 15w draw. 5% per day or 59w seems excessive though.

Since the Powerwall is grid tied and your inverters are "behind" the Powerwall from the grid's perspective the AHJ almost certainly doesn't care how it's configured as long as the Powerwall...

    It's a little bit more complex than that. You have to have the Storm Watch functionality enabled in the app AND a Storm Watch must be initiated from Tesla's end likely using things like NWS alerts. Flipping the Storm Watch switch in the app doesn't automatically start charging you from the grid.

    Do off grid testing and get them to update your max off grid frequency to 62hz before the installer leaves. Try the system out with full sun, full Powerwalls if you can and see what happens when you cut grid power.
