If it has the shudder noise, you should hear it at about 30-50mph in standard or higher ride height once you floor it.

Even if you were able to get it reinstalled, would you really trust that it is not pinched somewhere? It does control everything in your steering wheel and the airbag. You may want to look at replacing it with a new clock spring. Good luck.
