    Those relays look like SPST relays which means 40A on each 120V phase leg so it's still only 40A at 240V. If the rating is true then the relays are not safe for sustained 48A charging at all. It would explain the overheating issues reported.

    It does matter to know the correct main culprit if you want to choose the best solution to solve the problem. For example, utility scale systems have more energy storage options (e.g. mechanical, thermal) besides batteries that are simply impractical or impossible at residential scale.

    True but that's not really different with or without PV. Putting 2 heaters on the same circuit is the real problem. Similar to the risk of people putting extension cords on extension cords. A small PV makes little difference to such risks.
