I always call, especially if it's a dealer. Talking to someone in sales who stands to make a commission will get you way farther than a cold email that could end up anywhere.
Never ever travel on empty promises though. Make sure you get an email summarizing what agreed on over the phones to save yourself a lot of baiting frustration later.
