Or they're listing a different planned location. They're showing Q4 2023 and the Smith's Grove Buc-ee's won't be open until 2024.
They may feel they want both to serve Mammoth Cave.

Drove by Saturday northbound on the freeway (Exit 38). It looks like the Buc-ees is still under construction, but the building and gas pumps look close to completion. Couldn't see any signs of the chargers from the highway, but that's not surprising as there's a bit of a berm between the store and the freeway.
