Yes, it's normal for an update to disappear if you don't install it before the distribution is pulled. You'll just get offered the next one when it's available instead.

I think it's just very very random. My car updated the day I got it, then again three further times in the first month.

I suspect that "No FSD" filter in TeslaFi means cars that are not capable of FSD, not that it is not purchased/enabled. Otherwise there would be many many more in the list. I've had .3 and .6, which would show up there if it included cars that just hadn't bought FSD (I have a TeslaFi sub).
