My total pack size is 78kWh but usable is 75 kWh there is roughly 3kWh is reserve. So, that means I do not have the 82kWh pack.

Depends on the build date not delivery date of the Vehicle. He could use the Tesla chat app to inquire about his cars build date. They helped me out and answered my question about my cars build date.
