    "scrapping a $3000 subsidy for drivers who buy a new electric vehicle into rolling out more charging stations." Have said it many times. Should never be a subsidy / incentives for buying a car. Public money should be in building infrastructure - in this case an EV charging network.

    NFC = Near field communication. It's basically an RFID chip - in credit cards, public transport tap and go cards, phones. Your Tesla keycard has one You likely have used it by tapping credit card or phone at checkout. Or using similar tap and pay on public transport.
