Recurring heating issue

About two years ago, the heating broke (made a pop sound then wouldn’t blow hot air anymore). It was repaired but now happened again (although I didn’t hear the pop this time). Tesla is charging £1,400 to fix. Is it normal for it to keep breaking and is there any point arguing with Tesla about the price? (2017 Tesla S)
 
Check warranty/guarantee on original repair work carried out, if they're doing the same job again you may be able to get it free on this basis.
Although it sounds like the issue may be different.
Your other option is to get the parts quoted for the repair and find a local mechanic but they may be wary to work on components that require electronics/software knowledge. Worth asking around though.
