Is it possible that this can happen? Can President Biden intervene to work out this matter?

The feds (Biden) have nothing to do with this. Virginia passed a state law to follow California's air quality laws, but now the current VA Governor says his state's law sunsets at the end of the year, and that VA will switch to follow the federal law. Expect local lawsuits challenging his position.

It’s very clear in code — the law is the law — that in fact their air board may choose to adhere to federal standards or California standards. And I’m sorry that it doesn’t fit their narrative, but the attorney general’s opinion is incredibly clear. That’s the law. "
