Climate system randomly turning on with car off?

Happened a few times now. I use phone key exclusively. Drive somewhere, park, then move to backseat (e.g. sit with my kid). Car/MCU is “shut off” (screen off).

Then a short while in, the fans will start blowing. Also, the app does NOT reflect that it is on through display or visualization. MCU also stays off so it doesnt display what hvac mode is operating.

Obvious suspect is Cabin Overheat Protection except that car is parked under shade and ambient temp inside and out (shown on app) is 20C. Also, if I toggle cabin protection to off, the fans continue to blow.

Really annoyed now at the various climate issues im getting
 
If that's what it is, it doesn't work (at least in my case). I've had this issue with every car I've owned for the past 20 years or so. The Tesla is no different, even though when I last had it in they told me they did something to permanently fix it (yeah, sure!)
