As mentioned in that thread, if wanting people to have the best chance, sharing the raw video file on a file sharing site (like Dropbox or Google Drive) would be best. Video sharing sites like YouTube will recompress the footage which will only add more artifacts on top.
From a quick look however, chances seem low especially will the distortion from the rain (would have been tough even without that, resolution/contrast/sharpness wasn't exactly good for dashcam in first place).
Given you have seen this car (looks like a Subaru Impreza) around parking and it has fairly unique customization (black hood, trunk, spoiler, probably carbon fiber or with a wrap) and you know the rear bumper likely has some damage, probably just driving around the neighborhood you would be able to find it.
