Keeps Staying the Highway Passing Lane

Here on the East coast, I'm used to the left lane being called the fast lane, not the passing lane. Basically, if you're driving slow or like staying right at the speed limit, you stay in the right lane. Those that are pushing the pedal a bit harder, stay in the middle and even harder, stay left. You can cruise either way, just depends on the speed. I've never seen the left lane stay empty except for people passing.

it's considered the fast lane, but some highways will have signs that say that the left lane is for passing only.

in those areas, you can get pulled over for just riding it and not using it to pass.

i've been pulled over before but just got a warning since they didn't catch me speeding, and just riding the pass only lane.

I am in Canada and used FSD for a trip this weekend and can confirm it will not move out of the passing lane once it is in it unless you signal to make it return. Likes to cut people off when moving into the passing lane as well. I am on average mode not aggressive.
