"SENATE JOINT RESOLUTION NO. SJ0004..." - resolution means they have no intention of making a law from this. If so, it would be a Bill, not a Resolution. The Resolution is just them thumping their chest in response to California Bills/Laws to ban gasoline vehicle sales.

Another indication that this is just intended to annoy people: "Section 3. That the Secretary of State of Wyoming transmit copies of this resolution to the President of the United States, each member of Wyoming's congressional delegation, the President of the United States Senate, the Speaker of the United States House of Representatives, the governor of Wyoming and the governor of California."
