How'd you get the top lights to turn off? Whenever I put the "off" option it still has the top lights

The "top lights" you're referring to is the daytime running lights and they can't be turned off while driving.
If you are in parked and tap "off" all lights are turned off.
They are actually considered "signature lights" and not "daytime running lights".The "top lights" you're referring to is the daytime running lights and they can't be turned off while driving.

for those in the uk don't forget that as per the highway code if visibility is greater than 100 yards you MUST NOT use fog lights
https://www.autoexpress.co.uk/car-news/102459/fog-lights-and-when-to-use-them
"You MUST NOT use front or rear fog lights unless visibility is seriously reduced (see Rule 226) as they dazzle other road users and can obscure your brake lights. You MUST switch them off when visibility improves."

and the applicable fines I guess:

which is why I then also put legislation and the highway code links...I would take exception to some of that article in Autocar and here is why. If you need to be seen then your headlights should be more than adequate. When foglights were first fitted they were replacements for headlights to improve visibility. Normal headlights reflect off the water vapour and back into your eyes. Mounting the lights lower reduces the reflection and improves visibility but only if you turn off your headlights. This is easily checked by looking at night with all your lights off. Visibility has improved because there is no light reflected. (Not to done while driving!).
Rear high intensity lights are to be used to warn cars behind in low visibility conditions including, but not exclusively, in fog. Once you can see a vehicle behind you and they have established position then turn them off. They will mask your brake lights and will also p**s off the driver behind!
I have never understood why manufacturers seem to insist on me having to put on my front fog lights to then turn on the rear high vis lighting. Surely we can have two switches as I never use my front fog lights.
Yes. When the lights need to be - fog lights are on. I keep the setting on.
True that!ON! All the time! I WANT to be visible while on the road.
