Have you tried pressing the button harder at the end of the stalk? I heard report saying it wasn't working but that guy didn't realize that button is of 2 steps, first for one stroke wiper second (harder) to activate water spray.

This isn't applicable to Tesla, the plug is locked until owner is back. Some charging stations are designed to eject the cable when charging is complete or limit (time or kWh) is up.
