First you order the model and features you want. Put $100 down and wait... Could be 4 weeks and could be 8 weeks for delivery. Someone from Tesla will email you to sit tight. Next will be a VIN (approximately 1 month waiting) but probably not a delivery date. Keep checking your Tesla account...

You should order and put down the $100. If the delivery doesn't suit you, forfeit the $100. Tesla might lower the price near the end of the 4th quarter. I think the website is still showing 4 to 6 week delivery. I'm sure they'd like to deliver as many as they can in 2019.

Ordered October 20. VIN arrived today November 8th. No delivery date to Houston.

UPDATE: First order was cancelled October 18 and I waited 24 hours before reordering same model and trim with a $100 deposit. October 20 the $2500 was credited back to my CC. No further word regarding a VIN or delivery date. Still looking at the existing inventory for a match.

I ordered MX LR on October 16. Website showed 2-3 week delivery. Put $2,500 deposit. 6 hours later and email came from Vegas saying the delivery time is 6-9 weeks. Cancelled the order on 18th and will reorder same but only pay $100 and get the same delivery time. While waiting I will search...
