    agree with the others. When I travel, I usually check in, drop off the family, and then run over to the supercharger before the batt gets cold. (Or stay at a hotel with a charger so I can plug in overnight.)

    actually, I think it was: "...income-graduated basis … such that a low-income ratepayer would realize lower average monthly bills without making any changes in usage.” That's how they roll in Sacto.

    If I had to guess, the intent was that over time, the low income folks woudl be held harmless, i.e., as everyone's rates increased, the subsidy for the low income woudl increase.
