    EverCharge sounds to be what you are looking for. My building uses it and I am working on getting my personal charger set up. It connects to WiFi, I think there is also a cellular option. https://evercharge.com

    I'll take a guess. Maybe the furthest east part of town at the Yosemite View Lodge. Google maps shows come construction but not sure how current this is. (yes I'm being overly optimistic that there is already construction)
