Update: Only 1 stall is inoperable now. Max charge seems a bit low regardless of SoC but that may just be me. Also the NAV has been updated to show only 8 stalls again.

Went there today to charge, still only the 8 chargers. No sign of any construction either. The NAV still shows 10, so don't know where these additional 2 are coming from.
