I’m not sure if this changed recently, but now you need to sign into your Tesla account to disable mobile access. That should prevent thieves from disabling while not in Valet mode.

I've used it. You still need a key card in valet mode. The difference is that they can't open the front trunk and speed/acceleration is limited. I have noticed they often forget to lock the car or can't figure out how, so I lock it using the app once they park it.
