The governor signed the fiscal 2022 budget today, and assumedly the funding for this is in there. Anyone have any idea what the next step is?

I don't think they are just trying to single out Tesla owners. The top trim levels of the Kona and Niro (and no doubt other cars too) fit in that category.

The Niro EV is a short range vehicle? That would mean the M3SR+ is also a short range vehicle. Never heard that one before. Saying the Niro is short range is analogous to comparing the M3LR to the M3 Performance and saying the LR is underpowered.

Can totally understand why you would personally desire that if you want to buy a car with long range. But how does incentivizing people to buy longer range EV's reduce emissions? Should not the goal simply be to maximize the number of EV buyers who without the program would have bought ICE...

I don't understand. The Bolt has good range and the Kona does not? I thought the '22 Bolt is 259, the Bolt EV is 250, and the Kona is 258?

Curious why you would say the Bolt is competition, but the Kona EV is not.

The $53,800 means nothing as Tesla (nor anyone else, but a fool) will pay you anywhere near that. The other problem is everytime Elon reduces the new price it's going to hurt used value of our cars.
