Firmware 2019.16 features

I have a 2017 Model X with HW2.5. I just got 2019.16.2 but I dont have access to lane departures avoidance. I'm located in Canada. What are the requirements to get this feature?

When I try switch car it doesn't work on iphone, ipad or on the website. When I go in API Playground menu I do see that the API call reports my 2 Tesla.
