I've smelt a similar smell but it was always in dense traffic when I was close to the vehicle in front of me. It does seem to happen a lot more often in my model 3 than any other car I've owned in the past.

It's not Bethesda/Rockville but I've been going to College Park Car Wash. It gets busy but its open 24/7 and they have live cameras on their website so you can go when its not busy. Something like $14 for their ultimate that does an okay job.
