I ran the cable down and back up into the blue gromet, creating a drip loop. There should be no penetration of water into the trunk area.

It's behind the bumper. There is a blue gromet on each side. No cables were cut.

Yes. It would be impossible to flush the spacer or any non-cavity backed wheel without removing that.
