First off, I have AP3 and I received the software upgrade last night. As far as the Tesla app goes, I'm running a Google Pixel 2 XL and I was able to use the update link in the play store without any issue.

Received v10 at 11pm last night in Michigan.... The breaking in autopilot when unexpected people cut you off is wayyyy better. More importantly..... Spotify isn't showing up in media for me, anybody else having this issue??!!
