I just called Tesla, and it seems like they don't really understand that the problem is on their end. They basically re-directed me to the DMV. Sigh

I've phoned the RIV and they have confirmed that this action is on Tesla to rectify for people living in the US looking to move over to Canada. This issue is extremely annoying as I would like to buy a Tesla in LA, but am Canadian working here so there is no way to import it back.
