I found the answer to my own question. Called up TESLA and they said in 2016 the supercharging was attached to the vehicle and not the owner so it will transfer. -

The carfax report and the Experian Vincheck came out good. The dealer incorrectly advertised as 75D. But the photo and my test drive I confirmed it was P90D. They were not familiar with TESLAs. -
