I can say the issue has been rectified.

@azred I bought it through a dealer, not Tesla, but the dealer has indicated he is unable to do so. I do however have mailing info so I may send a letter.

I see, thank you for the clarification. I dont have any way of contacting the first owner to verify what Tesla is telling me and they aren't providing any sort of documentation to me to prove that the online account is also wrong.

They told me the first buyer changed the configuration to remove EAP before final purchase in order to have a lower cost. Not sure how basic AP would be there then and why EAP is in the account and on the most current sticker

So far I've used online chat to speak to 2 representatives. The first rep stated that the first owner changed the configuration to remove EAP in order to lower the purchase price of the car. (carfax indicates the first owner was a lease). Not sure why the window sticker printed directly by Tesla...

Interestingly, this vehicle also has premium connectivity for the life of the car even though the first owner was registered after April 2019 (at 5K miles from Tesla--built Dec. 2017).

So it looks like the first owner bought it at 5k miles from Tesla after April 2019 (assuming Tesla used this as a loaner/showroom car). He then used it for a few thousand miles, sold it to a dealer, then I bought it.

I've reached out to the dealer to get the first owner's info. I will update as I learn more.
