    Why do you say all that there is left to do is asphalt and also that Pismo will be done first? Seems like if only asphalt is left we'll be ready to go ASAP

    There have been whole other threads on this. Pretty certain I recall that you won't get fined if you're EITHER a charging ev OR handicapped
