Same here. Discharging at almost 10kW for 2 powerwalls.

I just edited my post to say I think it might be PUC. Either way, that's just Tesla following regulations but I agree that the rules are wonky. I think that VPP is a whole new ballgame and rules should be adjusted.

I don't think virtual power plant is there to provide power at regular rates. I believe Tesla is going after a slice of the trillion dollar global peaker plant market.

Failed the fire inspection but looks like easy corrections. Final building inspections have been scheduled for 11/04 and 11/05.
