Curious why it has to be registered in CA. Could someone live in CA but register the car under a business in another state? Thanks for any input!

It appears like Tesla is now estimating up to 12 weeks for the Model 3 and Y (unless they accomplish delivery within 2 weeks before the end of 2020). So, what seemed to be unique to the Model X (I won't be re-matched to a VIN until March 2021) is no longer any different.
