    Well it is not free from what it looks like... You just get your normal TOU NEM credits. Now if the VPP hour is not during your peak times you will likely get less credit if you then need to use your solar more during peak vs exporting to grid.

    Well technically isn't PTO just to connect solar to grid? Once inspection passes no reason you cannot operate off grid. Just tell then that and that it is not functioning.

    Take a look at your solar city documentation. I know mine had a table of guaranteed output. (calculated every two years). If you missed 82 days of production it is likely they will need to compensate but you will likely need to bother them.

    Do you have storm watch on? Were there any high wind warnings for your area? That would keep the PW from discharging as they on standby incase the power goes out.
