Try cleaning your browser cookies and logging in again – then try the link again. I had the same issue and this fixed it, the Tesla website is quite buggy at times! Also make sure your region is set to the right region, sometimes it changes mine to the US.

Can't you get quotes without a quote, just specifying the car details to begin with? That should at least let you save a quote until you do know the reg (around the time you go to pickup the car from delivery).
