    The camera isn't up to the task. It's a basic camera. It won't meet regulatory approval when the standards are set. see

    Why Isn't Tesla Using their new Driver Monitoring System (DMS) to Improve Safety when NOT in Autopilot?

    Elon might just want to install the leading DMS supplier to world autos in the form of Seeing Machines. 20 years of AI research. DMS can't just be activated because there is a camera looking at the driver. There are so many levels to it and data is king.
