    It might be due to the change of the new electricity season starting today for many in California. Today is the start of summer pricing, so maybe it wanted to keep as much energy as possible while electricity rate was relatively cheap yesterday compared to today.

    Yes, that is correct. During an outage the excess solar energy can't go to grid and so the excess will need to go to the battery. However if you are producing more than the battery can handle (5kW continuous) the system will shutdown the inverter.

    I think this might be partly the reason you are draining your powerwall less. You are likely using power from solar longer before using the powerwall.

    I worry the powerwall being at that low of state of charge may have detrimental effects to battery life. Lithium ion batteries can get damaged if sitting at close to 0% for too long.

    this assuming your house is not drawing any power. If you get your house to draw at least 6kw/h while your solar is generating 21kw/h, I think your powerwalls might start charging.

    building on what @arnolddeleon mentioned, its likely your inverter(s) don't have a dynamic way of reducing output.
